In order to fully implement the spirit of the document and cultivate and strengthen new productive forces, on July 8, the Beijing Municipal Radio and Television Bureau issued the "Beijing Municipality Supports Ultra-HD Audio-Visual Industry Development Project Application Guide (2024)", which will focus on supporting ultra-high-definition audio-visual technology production applications (including 4K ultra-high-definition audio-visual technology production applications, 8K ultra-high-definition audio-visual technology production applications,Two sub-directions of high-definition audio-visual technology production and application), the construction of China's digital audio-visual production center, the ultra-high-definition home operation, the innovative application of ultra-high-definition audio-visual technology, the innovation of ultra-high-definition audio-visual application scenarios, and the construction of ultra-high-definition audio-visual industry ecological clusters in the audio-visual field, stimulate the innovation vitality of the industry, comprehensively promote the optimization and upgrading of Beijing's ultra-high-definition audio-visual industry chain, and promote the high-quality development of the ultra-high-definition audio-visual industry.
This issue will explain the project application requirements for the production and application of 8K ultra-high-definition audio-visual technology to help various units in the audio-visual industry apply for projects.
Supported content
Support radio and television program production and operation organizations to use 8K ultra-high-definition audio-visual technology to produce ultra-high-definition audio-visual products.
Comply with relevant industry standards: "Ultra High Definition Television System Program Production and Exchange Parameter Values" (GB/T 41809-2022), "High Dynamic Range Television Program Production and Exchange Image Parameter Values" (GB/T 41808-2022).
Encourage the adoption of domestic audio and video technology standards: "Technical Requirements for High Dynamic Range Television System Display Adaptation Metadata" (GY/T 358-2022), "Three-Dimensional Sound Coding, Decoding and Rendering" (GY/T 363-2023).
Support amount
Rewards will be awarded at a rate not exceeding 30% of the total investment in ultra-high-definition audiovisual post-production of the project.
The reward items are divided into three levels:
The support amount for Category 1 projects shall not exceed 5 million yuan/item, the support amount for Category 2 projects shall not exceed 3 million yuan/item, and the support amount for Category 3 projects shall not exceed 1 million yuan/item.
Declaration requirements
Applicant: It is a film and television production and operation organization registered in accordance with the law in Beijing. It has independent legal person qualifications and has no serious violations of laws and regulations in the use of financial funds, auditing, performance evaluation, supervision and inspection, etc.
Content copyright: The applicant must own the copyright of the program content, andThe project and its copyright bear full administrative and legal responsibility; the 8K Ultra HD version and the 4K Ultra HD version of the same content cannot apply for rewards repeatedly.
Application projects: In principle, projects should be completed between July 2023 and September 2024 and implemented in Beijing, including but not limited to audio-visual product trading, broadcasting, screening, etc.
Application materials
(1) Radio and television program production and operation license, business license, organization code certificate, tax registration certificate (photocopies are stamped with official seal, institutions with three certificates in one only provide business licenses). If the project involves multiple producers, the first producer shall declare.
(2)Copyright certification materials.
(3) Broadcasting certification materials.
(4) Relevant materials that can prove the total investment in ultra-high-definition audio-visual post-production (need to be stamped with the official seal of the unit).
(5) To apply for projects in the direction of 8K ultra-high-definition technology production and application, you must fill out the "2024 Beijing Supporting the Development of Ultra-HD Audio-Visual Industry (8K Ultra-HD Audio-Visual Technology Production and Application Direction) Project Application Form".
(6) The format for applying for 8K ultra-high-definition audio-visual products shall refer to the "Beijing 8K ultra-high-definition audio-visual technology production and application direction technical indicator evaluation plan (2024)". Submitted works should be stored in electronic media, which can be mobile hard drives, disk arrays, etc.
(7) Application materials must be printed on both sides of A4 paper, bound and stamped with a seam seal. The application materials must be provided with 1 original and 2 copies. The copies can be copied from the original. If there is any conflict between the original and the copies, the original shall prevail.
Declaration time
From August 1, 2024 to September 30, 2024, reporting institutions must log in to the online reporting system (the system URL will be announced separately) within the specified period to submit electronic application materials.
