Wu Changshun has served in the Tianjin public security system for 44 years. During this period, he served as the director of the Traffic Management Bureau for 11 years and the director of the Tianjin Public Security Bureau for 11 years. The 34 patents he invented are related to fields such as intelligent transportation. Most of the companies that hold his patents have public security backgrounds, and their business scopes often overlap with their management fields. Experts analyze that this mode of operation is prone to exchange of interests during the procurement process and in the rewards for patent holders.
“Inventor” Wu Changshun’s 34 inventions related to police work
In early 2013, Wu Changshun obtained the professional and technical qualification of a senior engineer. Search results on the official website of the State Intellectual Property Office show that Wu Changshun invented and led the invention of 35 patents. The patent application dates range from June 1999 to March 2013.
Except for an ornament shaped like a fat boy holding a goldfish in his arms, Wu Changshun’s other 34 inventions are all related to police work. Mainly include traffic lights, human blood alcohol content detectors, isolation guardrails, signboards, highway traffic video surveillance systems, police inquiry terminals, police stun devices, etc., involving intelligent transportation, transportation facilities, urban technical prevention network systems, police equipment and other fields.
Among the 35 patents, 4 patents were invented by Wu Changshun alone, and the other 31 patents were jointly invented by Wu Changshun and several others, with Wu Changshun as the lead inventor.
Public information shows that almost all of the people who invented patents with Wu Changshun are technicians or leaders in the Science and Technology Management Division of the Public Security Bureau, the Facilities Division of the Traffic Management Bureau and other fields.
Patented traffic lights throughout Tianjin Wu Changshun can receive 5% remuneration
Among Wu Changshun’s 35 patents, except for the “full-screen segmented light display timing traffic light” which was invented in 1999, the other patents were all invented between December 2002 and 2013.
It is worth noting that in 2002, with the approval of the Ministry of Science and Technology, Tianjin was listed as one of the first pilot cities for the national intelligent transportation system. In the same year, Wu Changshun served as Party Secretary and Director of the Transportation Management Bureau. A year later, Wu Changshun served as director of the Tianjin Municipal Public Security Bureau. In the "2010 Tianjin Road Traffic Management Plan", the total fund settlement for the construction of Tianjin's road traffic intelligent management system is 2.29 billion yuan.
Among Wu Changshun’s many patented applications, the one most familiar to Tianjin citizens is traffic lights.
In 1999, the "Type 99 full-screen segmented traffic light" led by Wu Changshun was applied in Tianjin; in 2012, the "Type 12 integrated countdown signal light" invented by Wu Changshun was once again promoted and applied in Tianjin, replacing the "Type 99" signal light. As of May this year, 721 road intersections in Tianjin have installed such signals.
The patent right for the "Type 12" signal light invented by Wu Changshun belongs to the Tianjin Public Security and Traffic Management Bureau. The "Patent Law" stipulates that if the patent ownership belongs to an unit or company, after the patent is promoted and applied, the inventor can generally receive a remuneration of 2% to 3%, with a maximum of no more than 5%. However, experts analyze that during the specific operation process, both parties can agree on remuneration separately.
Officials from Tianjin’s discipline inspection system and political and legal system revealed that one of the reasons why Wu Changshun was investigated may involve his multiple patents seeking improper benefits in Tianjin’s intelligent transportation construction and transportation-related fields.
Wu Changshun’s “peer” and former Chongqing Public Security Bureau Chief Wang Lijun had invented as many as 150 patents. According to media reports, these patents were “astonishingly profitable.” What is even more noteworthy is that most of Wang Lijun’s patents are police equipment, which are widely used in the Chongqing public security system. This is exactly the same as the patent invented by Wu Changshun in the field of intelligent transportation, which has been widely used in the transportation field under his jurisdiction.
The companies to which the patent belongs have public security backgrounds
Tianjin Zhengzheng Intelligent Transportation Facilities Manufacturing and Installation Co., Ltd. (hereinafter referred to as Zhengzheng Intelligence) is alleged to be an important channel for Wu Changshun to make profits.
In September 1997, Tianjin Rescue Towing Co., Ltd., a subsidiary of the Tianjin Municipal Public Security Bureau, and Tianjin Huaxing Industrial Company (hereinafter referred to as Huaxing Industrial) each invested 3 million yuan to establish Zhengzheng Intelligent Company.
In the following years, the shareholders of Zhengzheng Intelligent Company changed frequently. Huaxing Industrial went out first and then in, and moved around several times within a few months. As of 2014, Zhengzheng Intelligent Company has a registered capital of 30 million yuan, of which Tianjin Lianhua Group holds 35%, Tianjin Huaxing Century Investment and Development Company (formerly Huaxing Industrial) holds 33%, and Tianjin Tianzhi Real Estate Co., Ltd. holds 32%.
At the same time, the business scope of Zhengzheng Intelligent Company is also constantly changing and expanding. Currently, its business content covers almost all businesses related to traffic roads, ranging from the research and development of highway transportation facilities, equipment manufacturing, installation and related products, outdoor advertising, street signs, light boxes, neon lights, design, production and release, advertising planning, as small as IC card wholesale and retail, motor vehicle license plate production, etc. The legal representative of Zhengzheng Intelligent Company is currently Zhang Shidi, who is also the chief of the Traffic Facilities Section of Tianjin Traffic Management Bureau.
During Wu Changshun's tenure as Traffic Control Bureau Director and Public Security Bureau Director, Zhengzheng Intelligent Company frequently won bids for transportation facilities from the Traffic Management Bureau and won many engineering projects.
In addition, the patent rights for Wu Changshun’s 11 patents belong to Tianjin Huahai and Tianjin Golden Shield Technical Prevention Engineering Service Center Co., Ltd. (hereinafter referred to as Tianjin Golden Shield). Industrial and commercial information shows that Tianjin Huahai, Tianjin Jindun and Tianjin Zhengzheng are inextricably linked, and all have public security backgrounds.
Personnel from the Patent Office analyzed that the business scope of the three companies, Wu Changshun's patent application fields and management areas have a great overlap. This operating model can easily lead to exchange of interests in the procurement process and the reward for patent holders.
The projects contracted by the mistress of Wu Changshun's boss were all from the public security traffic control system
In the summer of 2006, the case of Li Baojin, the former chief prosecutor of the Tianjin Municipal Procuratorate (Li Baojin was later sentenced to death with a suspended death sentence for bribery and abuse of power), at that time, rumors about Wu Changshun spread like wildfire among the people in Tianjin. A year later, on June 3, 2007, it was officially announced that Song Pingshun, the former secretary of the Tianjin Municipal Law Committee, had committed suicide. There was also a lot of discussion about Wu Changshun, the director of the Tianjin Public Security Bureau.
Both Song and Li were Wu Changshun's bosses, and Song Pingshun was still Wu Changshun's direct supervisor until three months before the incident. Wu Changshun and Song Pingshun have always been close. Both of them made their fortunes in Gong'ankou. The local area has always been known as "Da Shun Er Shun". Dashun refers to Song Pingshun, and Er Shun is Wu Changshun.
When the Song Pingshun case occurred, the official report stated that Song Pingshun was morally corrupt and kept a mistress; he abused his power and sought huge illicit benefits for his mistress. The circumstances are serious and the impact is bad.
Song Pingshun’s mistress Xu Min, the three companies under her name contracted projects, all of which came from the Tianjin Public Security Traffic Control System. Among them, Shunfeng (Tianjin) Fire Protection Facilities Maintenance and Inspection Service Co., Ltd. has the third-level professional contracting of fire protection facilities engineering. Its main business is the inspection, repair and maintenance of fire protection facilities.
Tianjin Motor Vehicle Driving Adaptability Testing Center was originally affiliated to the Traffic Management Bureau of Tianjin Public Security Bureau, and was later contracted and operated by Xu Min. All motor vehicle driver testing, certification, annual inspections and driver physical examinations in Tianjin are conducted here. Its legal representative was Wu Changshun, the then traffic control director and public security director.
