Recently, the official website of the National Development and Reform Commission released the "Guidance Catalog for Industrial Structural Adjustment (2023 Edition, Draft for Comments)" (hereinafter referred to as the "Catalog"), and solicited opinions from all walks of life from July 14 to August 14.
The "Catalogue" consists of three categories: encouraged, restricted and eliminated. Those outside the encouraged, restricted and eliminated categories and that comply with relevant national laws, regulations and policies belong to the permitted category. Among them, the "Catalogue" involves lighting-related industries, and LEDinside organizes them as follows:
The encouraged category mainly includes technologies, equipment and products that have an important role in promoting economic and social development.
Article 9 (Non-ferrous metals) 4. New materials: semiconductor lighting, etc.
Article 16 (Automobiles) 1. Key components of automobiles: Adaptive headlight systems, etc.
Article 19 (Light Industry) 13. Development and manufacturing of high-efficiency and energy-saving solid-state lighting products and intelligent control systems, intelligent production equipment and testing equipment, and recycling of used lamps.
Article 22 (Urban Infrastructure) 3. Urban quality improvement and housing security: urban landscaping and ecological community construction, application of key technologies in urban ecosystems, intelligent transformation of urban lighting systems, construction, operation and management of affordable housing (including affordable rental housing), construction of basic service facilities and comprehensive service outlets in urban and rural communities.
Twenty-Eight (Information Industry) 6. Special materials for the production of electronic components: semiconductor lighting substrates, epitaxy, chips, packaging and materials (including high-efficiency heat dissipation copper-clad laminates, thermally conductive glue, thermally conductive silicone sheets), etc.
Twenty-eight (Information Industry) 7. Special equipment for the production of electronic components: semiconductor lighting equipment, solar photovoltaic equipment, chip component equipment, new power battery equipment, surface mount equipment (including stencil printing machine automatic placement machine, lead-free reflow soldering, photoelectric automatic inspection instrument), etc.
It is worth mentioning that the "Catalogue" includes display component manufacturing and production special equipment in the encouraged category, specifically including: thin film field effect transistor LCD (TFT-LCD), organic light-emitting diode (OLED), MiniLED/Micro LED display, electronic paper display, laser display, 3D Display and other new flat-panel display devices, key components and materials such as glass substrates for the LCD panel industry and cover glass for the electronic and information industry, and special equipment for the production of new display devices such as thin film transistor liquid crystal displays (TFT-LCD), light-emitting diodes (LED) and organic light-emitting diode displays (OLED), Mini/Micro LED displays, electronic paper displays, laser displays, 3D displays, etc.
The restricted category mainly refers to backward process technology, which does not meet industry access conditions and relevant regulations, is not conducive to safe production, and is not conducive to achieving the goal of carbon peak and carbon neutrality. It is necessary to supervise the transformation and ban of new production capacity, process technology, equipment and products.

The elimination category mainly refers to backward process technologies, equipment and products that do not comply with relevant laws and regulations, seriously waste resources, pollute the environment, pose serious safety hazards, and hinder the achievement of carbon peak and carbon neutrality goals, and need to be eliminated. Those outside the encouraged, restricted and eliminated categories and in compliance with relevant national laws, regulations and policies belong to the permitted category.
Article 9 (Light Industry) 17. Cold cathode fluorescent lamps and external electrode fluorescent lamps used for electronic displays: (1) short length (≤500 mm) and a single lamp containing more than 3.5 mg of mercury; (2) medium length (>500 mm and ≤1500 mm) and a single lamp containing The mercury content exceeds 5 mg; (3) The length is longer (>1500 mm) and the mercury content in a single lamp exceeds 13 mg; (4) Cold cathode fluorescent lamps and external electrode fluorescent lamps of various lengths for electronic display other than the products listed above
22. Compact fluorescent lamps not exceeding 30 watts and containing more than 5 mg of mercury in a single lamp for general lighting purposes
23. Straight-tube fluorescent lamps used for general lighting purposes: (1) Straight-tube fluorescent lamps less than 60 watts and containing more than 5 mg of mercury in a single lamp (using three-primary color phosphors) (2) Straight-tube fluorescent lamps less than 40 watts (including 40 watts) and containing more than 10 mg of mercury in a single lamp (using halophosphate phosphors)
