China Economic Herald reporter learned that the "Performance Requirements for Embedded LED Lamps" clearly requires each lamp manufacturer to strictly follow the quality standards and technical regulations that comply with human production and life to engage in the R&D and production of lamps. This has played a positive role in regulating and guiding the current lighting industry. At the same time, it will play an important guiding and guiding role in the manufacturing, evaluation and application of the LED lamp industry.
"The government attaches great importance to the standard setting of the LED lighting industry, but attention does not mean that it is good at it. The standard setting of LED lighting has its own special rules, which are difficult to grasp." Hua Shuming, director of the Beijing Electric Light Source Research Institute, told the China Economic Herald reporter. "But the attitude of local governments towards LED lighting is too enthusiastic. This enthusiasm has led to a complicated situation in which multiple local governments are formulating standards. Multiple agencies have set up standards agencies and multiple parties have formulated standards. How can it not be chaotic?" Hua Shuming said.
"Blindly formulating product standards can easily lead to local separatism and local protectionism. The government is driven by multiple interest groups when formulating standards, which will also affect the standardization quality certification of LED lighting products." Dou Linping, secretary-general of the China Illuminating Society, told reporters that the reason for the chaos in standards is that my country's LED standards were too eager to formulate specific product standards while neglecting basic standard system research.
Detection and deterrence of doubtful quality should be strengthened
The chaos in standards has seriously affected consumers' ability to accurately judge the quality of a product, making consumers very hesitant and difficult to choose LED lamps.
"In fact, compared with three years ago, LED no longer has technical constraints and barriers." Hua Shuming told the China Economic Herald reporter.
However, LED lamps with such excellent performance are not highly recognized by consumers. Why? "Good products cannot be defined and price fluctuations make consumers very hesitant and difficult to choose LED lamps." Hua Shuming said.
Experts point out that although the widespread use of LEDs will become an inevitable trend, at present, the products on the market are of mixed quality and the market is not standardized. For consumers, faced with many uneven products, in addition to comparing prices when purchasing, they usually have doubts and purchasing misunderstandings, which make consumers shy away from LED lighting products.
"Of course, standards are not the only reason." Hua Shuming added, "What is important is that testing has not been done in time, and the deterrent effect of quality testing has not yet taken effect." Hua Shuming believes that it is normal for unqualified products to appear in the first random inspection of LED lighting products. "The key is how to deal with unqualified products after supervision and spot inspection. There needs to be a punishment mechanism to guide, so that the product quality of the entire industry can be improved." "The current promotion of efficient lighting products carried out by relevant departments is a good way to clear the way for LED lighting products. Good and orderly standards are the premise. Under this premise, the government also needs to combine alleviation and blockage. It not only needs to strengthen supervision and testing, severely punish unqualified products, and exert the deterrent effect of 'blocking', but also requires relevant departments to increase their efforts, take effective measures to promote products, and pay attention to the art of 'blocking'. In this regard, our country can be said to be at the forefront of the world." Hua Shuming told reporters.
